THE TOWN COUNCIL OF TAVETA (SLAUGHTERMEN) BY-LAWS 2008

Citation   

1.    These By-laws may be cited as the town council of Taveta (Slaughter men) by laws 2008.

Interpretation   

2.    In thee By-laws unless the context otherwise requires:-

“Animals”
shall mean any bovine animal, sheep or goat;

“Clerk to Council”
means the clerk to town council of Taveta or other person authorized by him in writing.

“Flaying knife or approved pattern”
means the knife with which the hide or skin of a slaughtered animal is removed, such knife being of a pattern approved by the Veterinary officer.

“Permit”
to include license.

“Slaughtermen”
means a permit holder in accordance with by law 5 of these By-laws.

“Veterinary Officer”
includes a hides and skins improvement officer and livestock officer of the Kenya government stationed, or having jurisdiction within the town council of Taveta.

“Inspector”
means a hides and skins inspector of Kenya government veterinary department stationed in the town council of Taveta.

3.   These By-laws shall be applied to such areas under the jurisdiction of the town council of Taveta.

4.   Any person wishing to practice as a “slaughterman” shall apply to the clerk to the town council on the form shown in schedule 1 attached to these By-laws.

5.   On receipt of an application in accordance with by-law 4 of these By-laws, the clerk to council may issue a permit in accordance with schedule 1 of these By-laws enabling the permit holder to practice as a slaughterman.
A fee as per the council latest gazetted fees and charges shall be payable  to the council upon issue of such a permit and the permit shall be valid up to 31st December of year of issue unless it is previous cancelled.

6.  The clerk to the council upon issue of such a permit unless the Veterinary officer has certified that the applicant possesses the skills to remove the hide or skin from the animal without inflicting damage on the hide or skin and in addition equips and mounts in good repair the following tools:-

(a)    Piping knife
(b)    Flaying knife of approved pattern
(c)    Butcher’s steel.

7.    A veterinary officer may recommend the cancellation or suspension of a permit if in his opinion the permit holder has breached any of, or all the conditions under which the permit is issued or if the permit holder fails to comply with the instructions which may be given to him by the hides and skins inspector aimed at improving the general quality of hides and skins.

8.    A veterinary officer or an inspector may at all reasonable times enter any premises where animals are being slaughtered, for the purpose of ascertaining whether the provisions of these By-laws are complied with the observed may inspect the tools found in use in such premises and demand to see and inspect the permit for those found flaying the animal.

9.    After coming into force of these By-laws, it shall be an offence for any person, other than a permit holder, to slaughter an animal other than for his personal consumption, and/or customary rites within the jurisdiction of town Council of Taveta.

10.    Any person who:-

a)    Contravenes any of the conditions of the permit issued under these By-laws; or

b)    Obstructs a veterinary officer or an inspector or any other authorized person, in exercise of his powers and duties under these By-laws shall be guilty of an offence.

11.    Any person who is guilty of an offence under the provisions of these By-laws shall be liable:-

a)    In the case of the first conviction for such offence to a fine not less than two thousand Kenya shillings, or imprisonment for a term not less than six months, or to both such fine and imprisonment; or

b)    In the case of a second or subsequent conviction for such an offence, to a fine not less than three thousand Kenya shillings, or imprisonment for a term not less than nine months, or to both such fine and imprisonment.

Meeting with the residents on upgrading of Majengo, Chachewa and Bahati area

Meeting on upgrading of Majengo, chachewa and Bahati villages with the residents are going on and on 5th July, 2011 the management held a meeting with the residents of Majengo to sensitize them on the upgrading and the cost effect of the upgrade.

On the meeting was the Town Clerk of Taveta Town Council.

Annual General Meeting 2011/2012

The Annual General Meeting of the Town Council of Taveta was held on 6th July, 2011 under the presiding of the Town Clerk Mr. S. M. Rashid and the Taveta D.C. in attendance.
