This department is responsible with

♦ Cleansing services
♦ Collecting solid waste
♦ Maintaining of Burial Cemetry
♦ Emergency preparedness and response to disaster management

This deals with matters pertaining to Social Services, Education and nursery schools.
A Community Development Assistant heads the department. The Council is not an education authority hence does not run any educational facilities.

It’s headed by the Town Clerk who is the Chief Executive Officer of TCT and performs the following functions:
♦ General administration of the council
♦ Coordination of all departments by promoting team work
♦ Liaison office between the Government, line Ministries and the Council
♦ Custodian of all Council’s records and charter.
♦ Enforcement of Council by-Laws
♦ Public relations
♦ Duty allocations
♦ Training, procurements, legal matters etc and
♦ Employment, general correspondences etc.

Its headed by the Town Treasurer who is the chief financial advisor of the council.

Duties

♦ Revenue mobilization and accountability
♦ Maintenance of all financial and accounting records.
♦ Financial management and payments
♦ Preparation of annual estimates, income and expenditure statements
♦ Appraisal of projects
♦ Budgetary control
♦ Providing the Council, its committees and departments financial information for decision making
♦ Coordination of procurement processes
♦ Maintenance of a central store

This is mainly a service department which is charged with the responsibility of all constructions, repairs and maintenance of council buildings, roads and other physical infrastructures.

The department jurisdiction includes:

♦ Town Planning
♦ Plan approvals
♦ Maintenance of council buildings and street lights
♦ Development control
♦ Council projects implementation
